The Rencontre Africaine pour la Défense des Droits de l’Homme (RADDHO) (the African Assembly for the Defense of Human Rights), the Observatoire Décentralisée des Droits Humains de la RADDHO (ODDH/RADDHO-Togo) (RADDHO’s Decentralised Observatory for Human Rights in Togo), and the NGO Association des Jeunes Engagés pour l’Action Humanitaire (AJEAH) (Association of Young People Committed to Humanitarian Action), with financial support from the European Union, are implementing the Action “Support to consolidate good governance and combat corruption in Togo’s Plateaux region” .

National information and awareness-raising workshop on Togo’s new penal code, transparency code, and the organic law on finance laws in Anié.

Associations of producers, traders, local entrepreneurs, representatives of civil society, the private sector, media, and young people and local governments attended the national information and awareness-raising workshop on Togo’s new penal code, transparency code, and the organic law on finance laws which took place in Anié from 5 – 7 July 2017.

Specifically, the aim was to share the project outline with the 35 participants, to inform them of the different laws and legal texts for combating corruption, in particular the new Togolese Penal Code, the Transparency Code and the Organic Law on Finance Laws, and to define the roles and responsibilities of each actor in the project’s implementation.

Five modules (the Organic Law on Finance Laws; the Transparency Code; Combating corruption: offenses and penalties in the new Togolese Penal Code; Good governance/Transparency and Combating corruption and international and national anti-corruption mechanisms) have been developed by Mr. Tchalouw Pilouzoue from the Court of Auditors, Mr. Kokou Franck Salomon from the IGF (Treasury Department) and Mr. Kodjo Fabrice Ebeh, Lawyer and Executive Director of ANCE-Togo.

We, the civil society organisations, media, prefectural and municipal authorities, private sector and youth organisations, brought together on 5, 6 and 7 July 2017 in Anié for the information and awareness-raising workshop on Togo’s new penal code, the transparency code and the organic law on finance laws hosted by RADDHO, the RADDHO/ODDH-Togo and the NGO AJEAH Togo, with financial support from the European Union, express our full gratitude and recognition to the organizers and technical and financial partners of said workshop and reaffirm our commitment to work to duplicate the workshop’s achievements in our respective communities in order to contribute towards achieving the project objectives. Considering that corruption is a serious crime that weakens society, it is essential to promote good governance at all levels for shared prosperity. On the strength of the above, we, the workshop participants, recommend the following:

At the level of decision-makers (State):

  • Create and strengthen the monitoring-audit mechanisms within public administrations;
  • Promote the strong involvement of CSOs in citizen control of public action;
  • Speed up the decentralization process to allow for efficiency and transparency in local governance.

At the level of organizers and technical and financial partners:

  • Establish a regional framework for virtual dialogue (a WhatsApp group, for example) for exchange and best practice capitalization;
  • Support platforms to organize prefectural restitution workshops, at the grassroots for sustainability;
  • Involve the media fully throughout the project implementation.
